"During December 1963 and January 1964, USOM and Thai Government officials conducted a soul-searching appraisal of the entire community development program in Thailand. It became quite evident that the village organizer formed a key feature of the program. Although rough estimates about the village organizer and his performance in the field were readily advanced, the appraisal generated the feeling that more accurate information was urgently needed. This study was thus initiated in the field in February 1964 with a view towards obtaining such information, as well as extending field interviewing training and experience to the Thai community development research staff. "
